It was the government that made law function finally.

And this is very important.

Then there is the whole northern India, which is going to be the bulk of the future demographic dividend.

So I'm going to talk about some projects that have explored these ideas.

So Bill Gates, as he was staring out at the audience, he said,

The province is relatively rich in mineral resources.

And you hear the words scarce resources a lot when people talk about economics.

That was one of those turning points where I said, wow what am I doing here?

And you feel something about this.

I think the first point to make is that we need to recognize natural capital.

The region is relatively rich in mineral resources.

That area is relatively rich in natural resources.

My goal is to build one city that entirely selfsustains,

Where do they get their water? Where do they get their shelter?

Resources.

One example we have seen today is the woodland school.

And actually, private companies help governments with taxes.

So she went out and looked at what data she could find.

And if you look at the species level, you saw about fish.

We're looking at building on some of the most precious resources of Africa people.

A lot of it was based on kind of ethnic beliefs about civilization.

They are the happiest place.

In order to restore the bond, we need to utilize regional resources.

And economics is very interested in scarcity.

Today we talk of people as an asset.

It's your resource it's not somebody else's.

Growth of use will consume any energy or resources saved through conservation.

An analogue would be the growth of bacteria in a petri dish.

Well, because there's a lot at stake.

The opportunity we're going to look to is a genuine basis for optimism about the bottom billion, and that is the commodity booms.

But a resource that would be scarce is something like food, or water, or money, or time, or labor.

In America, political will is a renewable resource.

And there's a lot of infrastructure things, and general human resources are there.

It takes too much energy. It will cost too much.

I have unauthorized allocation

In other words, if you don't really invest in the human capital, the same demographic dividend can be a demographic disaster.

We can say that liberals have a kind of a two channel, or two foundation morality.

So there's lots of reason for pessimism.

That country has natural resources.

But we need to think broad scale. We need to think globally.

We have to look at the education of humans.

So I asked the Minister over dinner,

The advantage the country had was human capital nothing else but human capital.
